changed: On 17 May 2023, the European Commission proposed reforms to its Customs Union regime. The proposal includes the abolition of the customs duty exemption for parcels valued below EUR 150, i.e. the de-minimis threshold. The proposal needs to be discussed and approved by the Council of the EU and the Parliament before its adoption. On 12 December 2025, the Council of the EU agreed on the implementation on a EUR 3 (USD 3.5) custom duty for these imports (see update section). According to the proposal, this measure is intended to address widespread undervaluation by fraudsters, with up to 65% of such parcels entering the EU currently avoiding customs duties.; new: On 12 December 2025, the Council of the EU agreed to implement a fixed EUR 3 customs duty on small parcels valued at less than EUR 150 from 1 July 2026. The measure will be implemented once it is published in the official gazette and a "well-functioning IT framework" is put in place. According to the Commission, "the new duty will help protect the competitiveness of European businesses by levelling the playing field between e-commerce and traditional retail".; new: On 11 February 2026, the Council of the EU formally approved the temporary EUR 3 customs duty. The press release states that once the new EU Customs Data Hub becomes operational in 2028, the EUR 150 exemption will be fully abolished and normal EU customs tariffs will apply to all goods.; changed: On 18 February 2026, Council Regulation 2026/382 approving the temporary EUR 3 customs duty was formally published. The regulation states that the temporary customs duty will be valid from 1 July 2026 to 1 July 2028.; new: On 1 July 2026, Commission Delegated Regulation (EU) 2026/1022 was adopted, amending Delegated Regulation (EU) 2015/2446 to embed the EUR 3 customs duty in the customs declaration framework. The regulation introduces a new, standalone import obligation: for goods sold in distance sales of imported goods, the declarant must provide, per item, a merchant product identifier and a non-standardised manufacturer product identifier. Where it exists, a standardised manufacturer product identifier must also be provided. This product-identifier requirement applies from 1 November 2026.

static: On 12 December 2024, the European Commission adopted the 2025 Work Programme of the Regulation (EU) No 1144/2014 which funds promotional campaigns for European agri-food products within and outside EU markets. The Decision allocates EUR 63.4 million (USD 66.7 million) to promotional campaigns implemented outside the EU internal market, namely in third countries, during 2025. This represents a decrease compared to the EUR 85.1 million (USD 89.5 million) allocated in 2023 (see related state act). Specifically, the products eligible for the support are specified in Art. 5 of Regulation (EU) No 1144/2014. They include HS chapters 01-13 (with some exceptions), 15-18, 20, 22-23 (with some exceptions), HS codes 45.01, 54.01 and 57.01, along with beer, chocolate, bread and pastry, pasta, salt, natural resins, mustard paste, sweetcorn and cotton. The financial grants will be granted in response to two types of campaigns, known as "simple" and "multiple" programmes, with a main focus on the organic label. Simple programmes are submitted by businesses that all are from the same Member state. Multi programmes are submitted by businesses that can be based at least in two different Member states. Hence, these criteria determine the beneficiaries and identify them as businesses from EU Member states who need to fulfil further requirements outlined in the Work Programme.

The Decision allocates EUR 83.1 million (USD 88.2 million) to promotional campaigns implemented outside the EU internal market, namely in third countries, during the year 2023. This represents an increase in comparison to the EUR 63.8 million (USD 67.7 million) allocated in 2022 (see related state act). Specifically, the products eligible for the support are specified in Art. 5 of Regulation (EU) No 1144/2014. They include HS chapters 01-13 (with some exceptions), 15-18, 20, 22-23 (with some exceptions), HS codes 45.01, 54.01 and 57.01, along with beer, chocolate, bread and pastry, pasta, salt, natural resins, mustard paste, sweetcorn and cotton. The financial grants will be granted in response to two types of campaigns, known as "simple" and "multiple" programmes, with a main focus on the organic label. Simple programmes are submitted by businesses that all are from the same Member state. Multi programmes are submitted by businesses that can be based at least in two different Member states. Hence, these criteria determine the beneficiaries and identify them as businesses from EU Member states who need to fulfil further requirements outlined in the Work Programme. The 2023 Work Programme also updates the geographical priorities. Specifically, they encourage campaigns destined for China, Japan, South Korea, and Singapore in Asia; as well as Canada, the United States and Mexico in America. The annual budget for promotional campaigns within the EU market was not meaningfully increased in comparison with 2022 (see related state act). Update On 11 November 2023, the European Commission agreed on the 2024 Work Programme allocating EUR 85.1 million (USD 92.4 million) to promotional campaigns to be implemented within the EU internal market during the year 2024. This represents an increase of EUR 2 million (USD 2.2 million) with respect to the 2023 budget. This change is not considered meaningful under GTA reporting criteria, hence it is registered as an extension and update of the present measure.

A state measure in the GTA database is assessed solely in terms of the extent to which its implementation affects discrimination against foreign commercial interests. In this metric, the aid proposed here is discriminatory.

static: On 27 January 2015, the European Commission announced regulation 128/2015 implementing larger pigmeat tariff quotas for the period between 1 April and 30 June 2015. The quantities were raised, since " the quantities covered by import licence applications lodged from 1 to 7 December 2014 for the subperiod 1 January to 31 March 2015 are smaller than those available " (preamble to the regulation). The added quota totalled nearly 30 million kg of pigmeat. The regulation came into force on 28 January 2015.

static: During 2013, the European Union removed 68 jurisdiction(s) from the list of countries benefitting from the GSP regime compared to the previous year available in the WTO Tariff Download Facility. The WTO Tariff Download Facility 'contains comprehensive information on Most- Favoured-Nation (MFN) applied and bound tariffs at the standard codes of the Harmonized System (HS) for all WTO Members. When available, it also provides data at the HS subheading level on non-MFN applied tariff regimes which a country grants to its export partners. This information is sourced from submissions made to the WTO Integrated Data Base (IDB) for applied tariffs and imports and from the Consolidated Tariff Schedules (CTS) database for the bound duties of all WTO Members.'

static: On 16 May 2012, the European Commission announced regulation 418/2012 abolishing the requirement for import licenses for a number of agricultural products. As stated in the regulation, " the requirement of import licences for seeds of durum wheat (...), of barley and of grain sorghum other than hybrids for sowing, (...) for manioc, arrowroot, salep, Jerusalem artichokes, sweet potatoes and similar roots and tubers (...), for sago pith and for sweet potatoes for human consumption and the requirement of export licences for seeds of durum wheat, of rye, of barley and of oats should be abolished. " However - unless otherwise stated in exports/imports under preferential conditions, tariff quotas or export taxes - importers and exporters that surpass a maximum quantity given in the appendix will still need to obtain an export/import license. A detailed list of the products affected can be found in the appendix of the regulation. The regulation came into force on 24 May 2012.

Import monitoring

static: On 5 June 2025, the European Commission launched a new import monitoring tool and established a dedicated task force to protect its market from import surges caused by trade diversion. With the tool, the Commission will be able to "swiftly identify any such import surges and take early and effective action to protect the EU market from adverse impacts". The protective actions can take the form of trade defence measures, i.e. safeguards, antidumping and countervailing duties. They must be targeted, proportionate, timely, and cover only products also produced in the EU. Trade diversion happens when goods facing restrictions in other markets are redirected into the EU. The task force developed an internal dashboard monitoring all EU imports and identifying products with potentially harmful increases based on statistical analysis. The dashboard is open to comments and feedback from EU stakeholders, especially private actors. In this context, Maroš Šefčovič, Commissioner for Trade and Economic Security; Interinstitutional Relations and Transparency, noted: "Recent turbulence in the global trading system has increased the risk of harmful trade diversion - products diverted from high tariff markets could find their way to Europe, which is why the Commission is taking strong action. We are the world’s most open market, which is a huge source of prosperity for our people and companies, and we won’t let illegal and unilateral trade measures harm this key strength. With this new import surveillance tool we are boosting our capacity to protect our own interests and stop surges in imports diverted to our market".

static: On 20 December 2013, the European Commission published regulation 1308/2013 on EU's single common market organisation for agricultural products. It replaces Council regulation 1234/2007 and inter alia formally restricts the provision of export refunds among members of the EU, as it promised in the Doha Round in 2005. According to art. 159 of the preamble, "Refunds on exports to third countries, based on the difference between prices within the Union and on the world market, and falling within the limits set by the commitments made within the WTO, should be retained as a measure which may cover certain products to which this Regulation applies where the conditions in the internal market are such as those described for exceptional measures. Subsidised exports should be subject to limits in terms of value and quantity, and, without prejudice to the application of exceptional measures, the refund available should be zero." The definitions of such "exceptional measures" are set out in further detail in art. 219 ff. of the regulations. The list of affected tariff lines is based on the product list in art. 196 of the regulation. The regulation came into force on 1 January 2014. The measure colour is amber, as it sets a new formal framework for export refunds in the EU. The actual wind-down of export refunds was introduced on 19 July 2013 (cf. Related Measures).

Para cada intervenção GTA com data de implementação, comparamos a exportação brasileira do produto (HS-6) para este mercado antes e depois da medida. O baseline é a média mensal exportada nos 12 meses anteriores; os deltas comparam as médias mensais de +6, +12 e +24 meses ao baseline; a recuperação é o primeiro mês em que a média móvel de 3 meses volta ao baseline.

Limitações:

  • Não é market share. Mede a exportação do próprio Brasil, não a perda para concorrentes, dado indisponível na base.
  • O delta de 12 meses é o menos enviesado sazonalmente; 6 e 24 meses misturam composição sazonal.
  • Descritivo, não causal: intervenções sobrepostas no mesmo produto/mercado fazem as janelas se cruzarem.

Mede a exportação do próprio Brasil pré/pós a medida, não market share nem perda para concorrentes. Indicador descritivo, não causal.

Como o preço CEPEA da família é mensal em quase todo o histórico, as janelas são em meses: o baseline é a média do preço nos 6 meses anteriores; os deltas comparam as médias de +3, +6 e +12 meses ao baseline; o mês de pico é o de maior desvio vs. baseline.

Limitações:

  • Preço nacional, não por-destino. O CEPEA não tem dimensão de mercado, o mesmo preço serve para medidas de qualquer país. Medidas de datas próximas mostram deltas correlacionados.
