Fonte: Global Trade Alert (GTA)static: On August 5th, 2020, three Chinese ministries jointly announced in Qita Xingqi 2020/36 (hereafter, 'Announcement') the repealing of a policy announced in 1994 that precluded several categories of imported goods from preferential tax treatment. 20 categories of goods were covered by the 1994 law, which were (direct translation from original Chinese source): TVs Washing machines Fax machines Video and film cameras Computers VCRs Photocopiers Typewriters and word processors Video players Programmed telephone switches Furniture Speakers Microcomputers and peripherals Lamps Air conditioners Telephones Refrigerators Pagers Certain food products (condiments, meat, poultry, eggs, vegetables, aquatic produce, fruits, beverages, wine, dairy produce) HS codes were not provided, so have been surmised from the list presented in the Announcement. The change went into effect upon the Announcement's promulgation. The 20 product categories described above are now eligible for preferential tax treatment. The 1994 policy was particularly focused on preventing local/provincial authorities from implementing such policies; they are now free to do so.
static: On March 17th, 2020, the Chinese State Taxation Administration released Announcement 2020/15, which raised the export rebate tax on 1,464 products, effective from March 20th. For 380 product lines, the rate was raised to 9%. These included plant growth regulators. For another 1,084 product lines including porcelain sanitary appliances, the rate was raised to 13%. The Chinese government does not regularly publish export rebate tax rates; the prior rates on these products can therefore not be ascertained. However, the original announcement does specifically state that these new rates are 'increased' from whatever they had been previously. This intervention is therefore deemed to have a red GTA evaluation.
static: In December 2019, the Chinese government published an annually released list of gods which are subject to automatic import licensing. In addition to the 100 items that were removed, 13 items were also added to the list, meaning they would be subject to import licensing requirements. Please note that the original announcements categorise goods at a proprietary 10-digit HS code level.
static: On the 10th of December 2019, three Chinese ministries* jointly published the annual list of goods that would be subject to automatic import licensing for the subsequent year. In total, 100 items were removed from the list, meaning they were no longer subject to such requirements. The 2020 iteration of the list returned to the format in which all goods subject to the automatic licensing are included, as opposed to 2019's format, which published a list of the removals and one of the additions. *Ministry of Commerce, General Administration of Customs, General Administration of Quality Supervision, Inspection and Quarantine
static: The antidumping investigation was initiated on 18 August 2017. The products subject to investigation are classified under the following HS code subheadings: 0207.11.00, 0207.12.00, 0207.13.11, 0207.13.19, 0207.13.21, 0207.13.29, 0207.14.11, 0207.14.19, 0207.14.21, 0207.14.22, 0207.14.29 and 0504.00.21. This investigation follows the application lodged on 28 June 2017 by China Animal Agriculture Association. On 9 June 2018, the Chinese authorities imposed a provisional duty on imports of broiler products or chicken products from Brazil. The rate of duty is between ad valorem 18.8% and 38.4%. On 17 February 2019, the Chinese authorities imposed a definitive antidumping duty on imports of the subject good from Brazil. The rate of duty is between 17.8% and 32.4% depending on the company. The announcement imposing definitive duties was issued on 15 February 2019.
static: On 23 March 2016, the Chinese Ministry of Finance announced changes to the import taxes on certain cross-border transactions via e-commerce. Hereto, certain goods falling under a value thresholds of RMB 2,000 (approx. USD 309) for a single transaction and RMB 20,000 (approx. USD 3,090) annually for individuals are subject to lowered import taxes. Within these value thresholds custom duties on the subject goods are provisionally reduced to 0%; at the importing stage the exempted tax amount of VAT and consumption tax is abolished; and lastly 70% of the payable tax amount is provisionally levied. Any goods exceeding the value thresholds are subject to full taxes and duties. The measure comes into force on 8 April 2016. Subsequently, the Chinese authorities released two lists of products eligible for the above treatment. The lists contain a total of 1400 products at the HS 8-digit level. An updated version of the policy was released in November 2018, implementing new rates from January 2019. Please see related act for more information.
static: In the December 2013 announcement from the PRC State Tariff Commission, some tariffs were raised, including on frozen chicken feet (see Annex 2). Four items saw temporary raises for items were also included in the temporary tariff rate document. In addition, the threshold of dutiable value for cotton imports to be subject to the sliding-scale duty was raised from USD 2.29 to 2.45/kg (CNY 14 to 15). Imports at less than this dutiable value will be taxed according to the cotton sliding duty formula. The parameters of the formula have also been changed to steepen the amount taxed as you approach the abovementioned threshold. The effect of this is that cotton priced at between USD 2.29 and 2.45/kg will incur a higher tariff on import, the exact amount depending on the formula. Imports with a dutiable value of over USD 2.45/kg will be taxed at a flat rate of USD 0.093/kg. The change is aimed at increasing the cost of importing cheap cotton, to stimulate the domestic mass-produced cotton market in China.
static: On 26 August 2013, China announced the removal of 130 tariff lines (at the 10-digit level) from the list of goods subject to automatic import licensing. The products involved fall into the broad categories of base metals (iron, steel, and copper), meat products, waste of paper and paperboard, natural gas, and electrical machinery products (steam turbines, water turbines and other electrical installations, and textile machinery).
static: On March 23rd, 2012, the Chinese General Administration of Quality Supervision, Inspection and Quarantine released Announcement 145 of 2012 (hereafter, 'Announcement'). The Announcement added slaughter meat and seafood products to the list of those for which foreign producers must acquire approval by the ministry to be able to import into China. For products outside the remit of the list, no extra licensing requirement is required. The new policy would apply from the beginning of 2013.
static: On 3 June 2009, the government of China raised the Value Added Tax(VAT) rebates for designated textile and garment exports. Exporters of the benefiting products may recuperate part of the VAT included in intermediate products. Instead of the general Chinese VAT of 17 percent, intermediates used in these exports shall only be subject to a VAT of 2 to 12 percent. 130 products have been exempted from VAT on included intermediates altogether.
static: During 2009, the government of China decreased the average MFN tariff rate of 1 six-digit HS code(s) when compared to the previous year available in the WTO Tariff Download Facility. The WTO Tariff Download Facility 'contains comprehensive information on Most- Favoured-Nation (MFN) applied and bound tariffs at the standard codes of the Harmonized System (HS) for all WTO Members. When available, it also provides data at the HS subheading level on non-MFN applied tariff regimes which a country grants to its export partners. This information is sourced from submissions made to the WTO Integrated Data Base (IDB) for applied tariffs and imports and from the Consolidated Tariff Schedules (CTS) database for the bound duties of all WTO Members.'

O baseline é a média mensal exportada nos 12 meses anteriores; os deltas comparam as médias mensais de +6, +12 e +24 meses ao baseline; a recuperação é o primeiro mês em que a média móvel de 3 meses volta ao baseline.
Limitações:
- Não é market share. Mede a exportação do próprio Brasil, não a perda para concorrentes, dado indisponível na base.
- O delta de 12 meses é o menos enviesado sazonalmente; 6 e 24 meses misturam composição sazonal.
- Descritivo, não causal: intervenções sobrepostas no mesmo produto/mercado fazem as janelas se cruzarem.
